When Rocksteady and Bebop kidnap Irma, April contacts the Turtles. At his secret hideout, the Shredder activates his "Turtle Terminator" to replicate itself to look just like Irma. He then sends the Irma/Turtle Terminator out on its mission -- to destroy all turtles.
